Here is a a blur (both Gaussian and Defocus controls) that you can apply to an area of the screen with onscreen controls.

I took Alex 4D's Mask+ blog.alex4d.com/2012/03/06/mask-plus-fcpx-effects/ and added a clone layer of the effect source and applied the blurs to that and published the blur parameters.
Thanks Alex for your hard work in laying the foundation for this. I hope some people can find this useful.
