Will iMac 21" with max 16Gb be enough given it's other advantages (i7, etc), be fine for FCP10.1?

With mavericks doing a great job of handing the ram FCPX 10.1 should be just fine.
Do not use a USB 2 drive use a TB or at least USB 3 for your media drives.
This is where things begin to slow down.
