Here's a tutorial from Mark Spencer on producing a similar effect in Motion using keyed footage as a particle emitter:

In the case of the OK Go video, I suspect they've spent a bunch of time rotoscoping faces to clean them up. They've also been quite clever in how they play with the effect.

in after fx there is a build in plugin called ECHO - that is exactly what they used in youre example video.
in FXPX i dont know if there is such a plugin - after fx is easy to use. get your 30 day trial version and put your footage into. use echo and render it out and put it back into fcp x. thats what i would do.
