This is a very simple effect, im sure
But for some reason, I cant recreate it

Is there a effect to do this effect? (first 7 seconds)

If you know how to use keyframes, go to the video inspector, set the Crop Type to Trim and keyframe the values for the Top and Bottom parameters to start at 50% and finish at 0%.

Alternatively, you could use my free 'Alex4D Inset Transition' plugin.
