Cinestyle maybe? Also curious as to how the blinking text was made

Looks to me like a strobe effect.

You could do it the hard way and put a black generator over your footage and keyframe the opacity. But that's just a lot of work.

You can also add that effect to your text to create the flashing text.

There might also be a slight prism effect in there which you can export from motion.
