What is this effect called?!?!?

I have been searching relentlessly for this effect. I have came close with action essentials, but it still isn't it. Please, for the love of God, how do I get this?

It is the floating light orbs. at :52 you can see them. they are actually all over the video. Please can anyone help me do this?

Do you have any idea where I could find this?
