Compound clips

I have a PNG of a map along with about 20 instances of MotionVFX callout specs all highlighting certain locations.

Everything is crisp and fine when they are all individually stacked in the Storyline.
For workflow reasons I created a CC so I could reposting them easier within the project. I wanted to scale down the CC to fit into what I was doing. When I try and scale down the text become blurred on the individual map positions and I've no idea why this is happening. Attached is a small screen shot of 100% and then downscaled a few percent.
This shouldn't be happening especially downscaling any ideas what it happening?  

Is it still blurred when rendered? Final cut may just be optimizing for playback. Scaling down a few percent is computationally tricky to do on the fly.

It is klike there is some kind of blur mask on the CC it shouldn't be happening and doesn't make any sense
