It seems the way it works is tracking a mask to apply effects to that tracked mask but what if the effect you want *is* the tracked mask?

You mean like a Draw Mask? You can't use the tracker with that unfortunately.

A shape mask, a graduated mask? Anything to make a garbage matt around an object.

I haven't tried them all, but I believe none of the Mask category effects can be used with the tracker, only effects with shape masks where the shape mask is attached to the tracker.

SliceX or TrackX...
But I'd like to see RT do a quick tutorial on this.

I think Iain Anderson does the tutorials for CoreMelt. There probably are some online.

Yes, I bought both but I uninstalled them on the M1 since they're not native yet so you have to use a script to open Final Cut Pro with Rosetta. Also I've never found them very intuitive and always forget how to use them. Mocha tracking etc.
Side note; whenever you install a plugin for Final Cut Pro you really see how hostile the application is towards plugins. The way that the titles for properties have to be dropdown menus with only one title for instance.

In Mark Spenser's Motion session during FCP Summit this morning, I asked if you can track a shape mask, her confirmed you can't. Maybe in a future update? In the meantime, TrackX or SliceX.
