Try my free Strobe / stutter effect. Sounds like the same thing. There is a problem with these plugins if you use the first frames of the clip sometimes. Which is probably why Apple hasn't simply published their own. With mine you can dial in the frame rate you want or pick a "smooth strobe" which has presets for particular project frame rates so you get a smooth cadence. IOW you don't have to do math.
