Where can I find and remove effects presets that I have created? Thanks in advance.

In your Movies folder, in the Motion Templates folder, in the Effects folder.
The administrator has disabled public write access.

If you're asking about the effects presets you create via the "Save Effects Preset" button, those live in your user library:

~/Library⁩/⁨Application Support⁩/⁨ProApps⁩/⁨Effects Presets⁩/

Easiest way to find them is to right click one of the ones you want to remove and chose "Reveal in Finder" in the menu that pops up.
