I have been given a title to super over a scene. The title was created in PhotoShop with a black background. I placed the title over the proper scene, added keying but I am unable to get the color wheel to a full black in order to eliminate the black BG in the tile. I have checked all of the manuals and also searched the Internet but to no avail.

Your assistance would be greatly appreciated.

Top of the Keyer controls in the Inspector. To the right of "Refine Key" is the "Sample Color" tool. Click it, the drag a square over the black area to select that color. Works fine for me.

… or go to the cause of your issue:
tell the creator to apply a transparent background (=uncheck bg layer in Photoshop) and save the graphic as PNG ... or psd.
